US Flag "Disposal" Ceremony held at the American Legion Post 135, White Plains, NY On 13 November 2004. The ceremony Is held To properly retire used And worn flags representing the United States of America.  The Public And other groups And agencies have entrusted these flags To us For proper Disposal. <p>We are mindful of the fact that this ceremony Is one of reverence And respect For our beloved flag And by this ceremony, we bring honor To it.  The Marine Corps League, Westchester County Detachment US Flag Disposal Bin Program includes partnership with many US Post Offices In Westchester County And the American Legion Post 135 In White Plains, NY.  <p>We were honored with the following guests:  Tom Meier, Director VAS, Bill Ryan, Westchester County Legislator, And former White Plains Councilman Glen Hockley.<p>The burning detail was led by Bob Gibson of the American Legion. A prayer was recited And Honors rendered. The American League Post And Marine Corps Standard are dipped, The Firing Squad fires 3 volleys And the Bugler sounds "Taps". <p><b><font color='red'>A message from the Detachment Commandant to Covanta Energy:</font></b></p>
<p>We of the Marine Corps League, Westchester County Detachment, want to thank you and your organization for assistance in the proper retirement of unserviceable US Flags. </p>
<p>Our Detachment started this program last year for the people of Westchester County, NY, and anyone else nearby who would benefit.  We have found that our 7 locations are being used on a regular basis to clear 	out old/ worn flags from the homes of our neighbors and friends.  </p>

<p>We have held two Flag Retirement Ceremonies since starting the program.  Nevertheless, despite our efforts at burning the flags we ran into two problems.  The first was plastic flags.  The outdoor burning of these flags, while even known to be a small percentage, creates dioxins.  The material is carried just a small distance by the smoke then settles.  In our case it would be on a children’s playground.  We took steps to remove these flags when we disposed of the flags during our ceremonies.   The second is the volume of worn flags for retirement.  </p>

<p>When our Junior Vice Commandant, William Hall, recently contacted you, you were able to help him coordinate the disposal of the flags by burning.  The benefit of the Resource Recovery Incinerator is that the plastics are destroyed without producing dioxins because the incineration process controls the temperature of the burn.  And the help in destroying the flags by burning helps us because the volume at this time is just overwhelming for outdoor burning.<p>

<p>Again, thank you.  I notice that you helped us on Flag Day, too, an auspicious coincidence.</p>
