Lieutenant General Magnus reported as the Deputy Commandant for Programs and Resources, Headquarters, U.S. Marine Corps, during August 2001.
LtGen Magnus was commissioned in June 1969, after graduating from the University of Virginia with a B.A. (History). In 1993, he received a M.S. (Business Administration) from Strayer College. LtGen Magnus' formal military education includes Naval Aviator Training, the U.S. Marine Corps Command and Staff College (1985), and the National War College (1989).
After completing The Basic School at Quantico, Virgina, in 1969, LtGen Magnus reported to the Naval Air Training Command, where he was designated a Naval Aviator. In 1971, he reported to HMMT-402, MCAS New River, North Carolina, for CH-46 training. LtGen Magnus then joined HMM-264 as the S-2 Officer and deployed on his first Landing Force Sixth Fleet cruise aboard the USS Inchon. In 1973, he transferred to H&MS-15 SAR Detachment, Task Force Delta, Royal Thai AFB, Nam Phong, Thailand, where he was the S-3 Officer. In 1974, he was assigned as the Training Officer, Stations and Operations Engineering Squadron, MCAS Quantico. LtGen Magnus was released from active duty in October 1974.
In December 1975, LtGen Magnus returned to active duty as Aviation Safety Officer, HMM-263, deploying for his second Sixth Fleet cruise aboard the USS Iwo Jima. He then served as the Aviation Safety Officer, MAG-26, followed by duty as the Assistant S-3/Weapons and Tactics Instructor, HMM-261, where he made his third Sixth Fleet deployment aboard the USS Iwo Jima. He then served as the Assistant S-4 Officer and Assisant S-3/Weapons and Tactics Instructor, MAG-26.
In 1980, LtGen Magnus reported to Headquarters, U.S. Marine Corps, where he served as the Aviation Training Devices Officer and Assault Medium Lift Requirements Officer, Aviation Department. In 1985, he reported as the S-3 Officer, MAG-29. In 1986, LtGen Magnus served first as the Executive Officer and later as the Commanding Officer, HMM-365, and made his fourth Sixth Fleet Deployment aboard the USS Iwo Jima. In 1989, LtGen Magnus reported to the Joint Staff where he initially served as the Chief, Logistics Readiness Center. He then served as the Executive Assistant to the Director of the Joint Staff.
In 1993, LtGen Magnus was assigned to Headquarters, U.S. Marine Corps, as the Head, Aviation Plans, Programs, Doctrine, Joint Matters, and Budget Branch. He was selected for Brigadier General and, in July 1994, reassigned as the Assistant Deputy Chief of Staff for Aviation. In July 1997, He reported as the Commander, Marine Corps Air Bases Western Area, MCAS El Toro, California. In 1999, LtGen Magnus reported as the Deputy Commander, Marine Forces Pacific, where he served until July 2000, when he was appointed as the Assistant Deputy Commandant for Plans, Policies, and Operations (Quadrennial Defense Review). He assumed his current duties in August 2001.
His personal decorations include: Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Navy Achievement Medal, and National Defense Service Medal with Bronze Star.
